Now my group are experienced players (although Chosen of Mystra only a couple years) they are currently 7th level-started from 2nd.

Why is it that they still end up positioning themselves in a way that is perfect for my magic user to cast area effect spells such as fireball?

In the heat of battle they are focused on their opponent?

Well, clustering does make it harder for enemies to pick you off one by one. If I had to make a recomendation, I'd say you should maybe check out some lightning bolts/other line effects so you don't have to nuke them all, but you can still show them they're positioning themselves poorly.

Some part could be due to individuals thinking about what they're doing/going to do without considering what everyone else is doing.

Of course, it also could be possible that they think they're using good tactics at the time.
Fighter moves up to set up a charge, Rogue gets in position to flank anyone that bases the Fighter, Wizard moves up into range to cast a spell of his own, positioning himself so that anyone coming for him has to take an AoO from the fighter and the Cleric has to move up closer to get a clear bow shot. Seems like a good plan on the surface until the fireball detonates.

Of course, there's always the possibility that they're just dumb too.
